Frame / Enclosure for 16x32 RGB Matrix Clock

A friend designed [a shield](https://community.particle.io/t/maker-faire-rgbpongclock/11813) for a [Particle Photon](https://www.particle.io/prototype#photon) to connect to a [16x32 RGB matrix panel](https://www.adafruit.com/product/420). This is a backing frame to hide the electronics and add stability to the panel with an enclosure over the shield.
