reinforced cable spools on a diet - smaller hub refresh

i've further refined the design.

Now hub is smaller and base is also reinforced.
for reinforce modifiers i recommend increasing all extrusion widths (internal and external perimeters) plus infill density to at least 20%

those spools are mainly designed for lightweight elastic cables (2-5mm), and are optimised to be less prone to disassembly upon unwinding and generally being smaller so can fit into laptop bag or backpack easier.
