Pull String Helicopter- Spool and Scaling Revision

Had trouble with tolerances from 271828's thing, so scaled spool down 95% and scaled the handle and plate up 105%.

Also had trouble with the spool breaking during launch right at the hole, so I closed the hole to provide strength.
