This model is from a video called "Eternal Tipping" from a channel called an0nymoose, the original character is from him. Also, the TF2 heavy is actually suppose to have glasses but they were too thin to actually 3d print. Hopefully 3D Printing Nerd or Barnacules could show this being 3d printed.
