Parameterized Delta Effector

I took my favorite effector, moved the mounting bracket to be more convenient, and made it larger to increase the print area. So far it's worked out really well.

The parameters that are most useful are effector_radius, offset, and lip_height. Please excuse the hacked in code -- this is my first attempt at using OpenSCAD.
