Parametric Remix of HicWic's Universal Tool Holder for MPCNC (US or IE version)

After creating the Parametric Tool Holder for MPCNC, someone asked me about doing one for the Universal Mount. I had not looked at this before & it looked quite useful, so I decided to recreate the geometry parametrically. The most difficult part was getting the correct angle & offset for the EMT Mount holes, but this design should match the original pretty close. I started recreating the design starting the US version, since that is what I use & then added the IE version into the design.
