Tea Light to 3/8th inch dowel rod adapter ver2

This is an update to my first iteration of this "thing".
- I made the bottom piece the exact size of the dowel rod intended, expanded to fit. Now it's slightly big.
- Increased height of the "top cup" to now cover an entire led "tea candle". Its still slightly too big.

I'm not sure where I am going wrong. The measurements are in the exact millimeters of the items and when I export as an STL it appears in my printing program HUGE. I generally scale the object down by half to get the in
