Parametric E3D clone Cooling Fan and (double) Part Blower V3

A new and improved version of my [previous mount](https://www.thingiverse.com/thing:1258331), more configurable and with a better airflow for the side fan. Made to be compatible with the [Micromake Kossel effector v3](https://www.thingiverse.com/thing:1025098).
