This is a diffuser formed like a flower or star to be used as a light painting tool.
The diffuser is designed to catch most of the light of the light source and create an extremely bright trail. (It can not increase the brightness, but it provides more area then a simple conic diffuser to catch the light and thus glows brighter in long exposure photos). In addition to the bright glow it creates a nice pattern at the end of movements when held towards the camera.
