This sleeve is used as a Ram Mount-Motorcycle anti vibration utility.
It works against vibrations which can ruin a good GoPro videosession ;) or for holding GPS Units avoiding major vibrations from the engine.
Both pieces are a little bit longer so you can cut off the end depending which handlebar you've got.
