Ban hammer of the Mod's

I once wanted a ban hammer but no one made one.... now that i have the power to forge one i have done just that, taking DrBlackAdder thing # 24988, i didnt like how the words printed to i modifed the file a little to have the smaller words stand out while the word moderator sink in, also added a cap to the end of the shaft to finish it off a little better.
