The optimal way to pack 17 squares inside of a square, as a puzzle
I recommend printing the squares first, then the plate. Depending on the tolerances of your printer you can print a SLIGHTLY smaller or SLIGHTLY larger plate if the puzzle doesn't fit or is too loose, without needing to reprint the squares. (scale in increments of 0.1%)
