This is a box with a lid for the pins of a lock.
If you are pinning up your own locks then you sometimes need to store the lock disassembled. The most common way to do is is by "storing" the pins on the pinning tray but if it falls or a cat decides to play with it the pins may fall out, change order, or be lost completely.
