This is a Bosch quick clamping chuck handgrip. Allows to handle bits and other tips up to 10 mm in diameter.
The screws prevent the stem from falling out and prevent it from rotating inside.
The crenellated design at the bottom exploits the grooves at the edge of the chuck and adds solidity to the assembly.
The brass tube is removed from an electrical connection plug. The inner diameter is 8 mm, the outer 11.5 mm and the length is 13 mm. It should be inserted in the upper part before gl
