Counter-top paper towel holder. Fits Bounty and similar size rolls. Design is in millimeters. To prevent slipping and sliding on counter-tops and desktops apply some sort of rubber coating such as plasti-dip or attach rubber feet to the bottom, available at your local hardware store.
