Sails of Glory Combat Ruler

This is modeled directly off of the Sails of Glory Combat Ruler included in the game. I have yet to print this so I don't know how well it will print. Thus it is marked as a WIP until I can verify its printability.

I removed the second ruler. I realized I was measuring completely incorrectly.
