This should print without supports as long as you can print 45 degree overhangs.The 8mm holes at the top and bottom are designed to fit a gear or pulley with a mating attachment. The center hole should fit an M6 all thread stud. I'd build the gear or pulley with a bearing suitable for assumed wind loads for your area.
