This is intended for use with mounting or double sided tape on the flat side (The clip is 25mm wide, a tape of the same width would be easiest), it is approximately 10mm in diameter when not clipped.

I used this to hold small wire loom. I have not tried scaling up it's diameter yet, but the lock will probably get pretty clunky at larger sizes. For my purpose ABS made the most sense, therefore as of now I'm unsure if PLA will be able to handle the flexing when locking it on the third tooth.
