This is just a holder for Micro Sol bottles, or other 30mm bottles. They have a very narrow base, making them easy to knock over while using, spilling the contents.

It should fit with enough room to remove it easily, but a hole in the bottom makes it easy to push out with a pencil or the like, in the event it gets stuck.
