Hanging monitor 15cm extender kit

One of my monitors is oriented vertically - it allows me to view a text file which pretty much outlines all my projects at a glance and I can update their status quickly and easily without scrolling.

The problem is, my neck gets a bit sore looking slightly higher than usual at the top edge of screen, even as it is installed at the lowest position on the bent rack rails we used to mount it on the side of my cubicle. Clever (and cludgy), but not clever/cludgy enough.
