Smaller Custom Captioned Fidget Spinner (Dual Extrusion)

This is a smaller version of the original Custom Captioned Fidget Spinner. The smaller length of the arms will hopefully allow more people to use it as a single hand spinner.

The other settings are identical to the original, including the hole diameters for the 608zz bearings. Some find that the default hole is a little too big. If it is too big for your bearings, use a tweakhole = -0.2 setting in customizer (makes the diameter 0.2mm smaller).
