Not scaled. Olivia's weird prop from Fire Emblem: Awakening. Technically they should be more angular, but rounded spikes looked better so rounded spikes it was. The spikes and hoop should fit together. Either print multiples of the spikes or mold and resin cast additional copies.

If it doesn't fit properly, remember the bondo squish method. Sorry, friends.
