I saw the Licence plate by Slade1972 https://www.thingiverse.com/thing:1418487
but I wanted a bit more customization so I added a few more options. Adding more customization does make it a little bit more complicated. I left the notes at the top of the source and just added an extra revision.
The additions I made are
Change number of facets (resolution of curves)
Change overall size
Change border size
change hole radius
Move or remove each hole ( enter zero to remove)
Set text height
