Start by flipping the bearing over and remove the supports. Once this is done you can start by rotating the bearings to, "break it in" after doing this motion a few time the bearing should stop locking up. It's normal for the bearings to move out of sync and wont cause the inner ring to fall out. This issue could be solved by adding a spacer to the bearings to keep them in sync, but as of now it's not an issue.
