Secret Hitler

This is a remix of the excellent [Secret Hitler](http://secrethitler.com/) set made by calvintam, with some parts from axtn's version of the game

I wanted something more modular and portable. I also wanted support for 5-6 players as well, so I made my own version with some of the artwork from those two things.

The result is that each section of the policy tracks is a separate piece which snaps together like the tracks in wooden toy train sets. This also makes it possible to adjust the star
