Improved Pet Waste Bag Dispenser

This is my total redesign of the pet waste bag dispenser. This fixes all the things I wasn't totally happy with in my first version: ease of printing, grip on the bags, tearing consistency.

I know it looks odd and different than all other dispensers but it is *much* better for starting a new roll, gripping the next bag and tearing off a bag.
