Nerf Kronos Picatinny Rail

Update: peg was causing layers to break when screws were tightened so it's gone now.
My remix of tungstenexe's rival picatinny adapter. The changes I made: tightened the section that grips the rival rail, cut a slot so the stock sights are still visible under the adapter, added holes and slots to accept 4-40x1" screws and nuts.
