This is a weighted hold down tool for soldering SMD components.

The arm and axle are made from 1/8" bar (i think 3mm will work fine) the arm was sharpened and bent to the desired shape and glued into the pivoting arm. I ream the holes out with a dill to clean them up and get them to the right fit ( use one step up drill size f
