Razor Scooter Handlebar Carrier

I really like cslang's [Razor A5 LUX Carry Bracket](https://www.thingiverse.com/thing:2513754) but for carrying wasn't comfortable having the weight of the scooter supported by something that simply clips on - I wanted it fastened more securely. My take on this sort of bracket attaches just below the handlebars using two M3x12mm socket head cap screws and nuts and includes a keyed portion on the back to prevent it from twisting once in place.
