It's a short pump handle #5 (SPH5) for a CCI Phantom, 2 1/2" long, and with the feel of an undercooking kit!
It is designed for a brass insert to press into the back for the threaded attachment to the cocking rod. The insert is the following size: Heat-Set Inserts for Plastics 10-32 Thread Size, 0.375" Installed Length.
McMaster-Carr sells them if your local hardware store doesn't.
