This is a tiller end cap of laser class dinghy.
My son dropped the original parts to the sea. So I made a new part with a 3D printer.
This teiller is 'LLL0202' made by FarEastBoats, the inside diameter of the carbon pipe is about 23 mm.
I bonded the printed parts with a silicone adhesive.
