This is a "special" and "recreational/medical" cap for VOSS sparkling water glass bottles, found at many grocery stores. Use a hot glue gun to attach the anti-tip bottle base to the bottle.
The cap has "special" complex air chambers embedded that make the magic happen. To finish the bottle, pick up any hoses from your local hardware store.
Insert your own "hardware" into the hole at the top of the cap and ENJOY :D
