Plant Pot Fast Watering System

I have a plant with hard earth up to the top of the pot. When I watering this plant (elefant foot) every week I must waiting half hour until the water is seep through the hard earth because there is barely place in the top of the pot. I will do this thing in the middle of the pot and fill it. Naturally I do something water over the foot too. I think it could be a little bit higher mto fill more water in it and could be a sieve at ground level who put into the tube, perhaps I will update. Maybe
