The USS Bradbury was from a somewhat popular fan-fic that had some basis in canon TNG lore. Whether intentional or not, whenever a read-out of Federation ships would be on screen in the background, if the USS Bradbury was on it, its status would always be that it was undergoing engine testing, through the series entire run, so the fan-fic design for this with the double hull and the integrated engines sprung up
