Seat post to handlebar shim (22.4mm --> 28.4mm)

This is a shim to convert from a Strong (made in Japan) seat post to a stem for handlebars. The stem has some ridges/fluting in it and the shim also has these which help it to locate. It converts from a 22.4mm diameter seatpost to a 28.4mm handlebar stem.
