Cateye composite water bottle cage offset mounts

**Update 12 Oct 2019:** The original design worked pretty well, but wasn't perfect. I redesigned it from scratch in Fusion 360. There are now three pieces:

* Cateye cage top bolt locator
* Cateye cage top bolt spacer
* Cateye cage bottom bolt locator

The top bolt locator goes _between_ the cage and the frame. The top bolt spacer goes in the top of the cage and is designed to be used with an M5 flat head screw to spread the load across multiple layers. (see the photo) The lower bolt locat
