These are square D breaker covers/shields.
They are to cover the breakers to prevent tripping with tools/elbows/hands while working in a live panel. The top cover is also closed to prevent wiring from entering the shields from above.
They snap into place on top of the breaker firmly and cannot be easily knocked loose.
