Since it's difficult to put a screw in flexible filament, this was designed as a way to secure a flexible wheel onto a 1/4 inch axle. This allows a screw to be inserted perpendicular to the axle to secure the coller, which has structures that go between the "spokes" to prevent the wheel from free spinning.
