Rotating VESA Monitor Mount For a Video Arcade

This is a rotating monitor mount for arcades inspired by [WakiMiko ](http://forum.arcadecontrols.com/index.php/topic,135711.msg1402803.html#msg1402803)

This is a work in progress in that it hasn't been mounted in a working cabinet. My hope in posting this now was to benefit, and provide benefit in a collaborative effort between interested folks during the design phase.
