18mm nosecone rack rocket

Nosecone for a multistage rack rocket with nominal 18 mm diameter motors. Differs from last version in having 40 mm skirt reduced to 25 mm, 1 mm wall thickness reduced to 0.6 mm, clearances reduced from 0.3 to 0.15 mm, a recognition that nominal 18 mm actually means 17.75 mm diameter and a thin 0.3 mm partition added between the rods and motor.
