A middle-aged human wizard. Could also be a sorcerer without the book.
Scale up anywhere from 450% - 500% to make it 28mm scale. Would recommend printing standing up normally because of the extended arm. Shouldn't be too difficult of a print as far as miniatures go.
Didn't include a base. There are plenty of bases on Thingiverse to choose from.
