This is a stackable storage system for 28mm miniatures I have been using these with clear-plastic scrapbook boxes. The miniature holder tiles have a rim designed to keep the miniature in place mechanically, and can optionally be outfitted with a 6x2mm magnet to magnetically hold the miniature in place in addition (this requires attaching a washer or similar to the base of the miniature, I use 1 inch fender washers glued to the base of all my miniatures for this).
