This is an IKEA Jansjo LED Lamp mounting bracket with switch for the Skadis pegboard. The On/Off switch replaces the IKEA inline switch.
Unfortunately, IKEA has discontinued the Jansjo desk lamp, only the USB lamp remains. The desk lamp was ideal for custom mounting brackets for non-traditional applications. While IKEA has removed the desk lamps from their website, some are still available in stores as of December 2019.
