Filament Monitor - skrewed prints due to jams don't exist

This Tool watches, if the Filament actually moves, when it is supposed to.
If it fails due to a break ,jam, or just end of spool, Marlin will automatically pause the printer job
, turn off the temperatures and move up Z by 10 mm.
The user has enough time then to fix the jam, recover position and temperature and continue the job
without much interference.
