This Rensouhou-chan is a Character of DMM's game "KantaiCollection"(Kancolle). "Shimakaze" (that personalified WWII Japanese Destroyer "Shimakaze") brings this, and this models for 12.7cm dual("Rensou" in Japanese) canon("Hou") of that ship, called "Rensouhou-chan".
