The thought behind Deluge is that there's no organised service to deal with fires in the undercity - it's just not a profitable business. So one day, a prominent community member built his own Fire Truck, which the community can use. Often he goes out on the calls himself, but sometimes, trusted friends will attend using his vehicle. Deluge is a simple gal, just a giant 'water' tank with attached 'water' cannon on a flatbed. Just aim the cannon where it needs to go. However... water is scarce and the Hydro Guild is rarely willing to provide water, so Cormac the FireGuard has developed his own unique 'fire killer' goo - a mix of fire foam, inert gas, dry chemical powders, and sand!
