Here's a test print I've used multiple times to test the dimensional tolerance of my printers. Print using your desired settings and test the ring on the cylinder.
If, for example, the ring fits on the 0.96" part of the cylinder, that means the inside of the ring is .02" too small and the cylinder is .02" too big.
This .02" difference can then be used to correct for your printer's (dis)tolerances.
