Savonius rotor ( remis R3) with 20mm magnet base

new rotor type, for a better fan twist.

and a base for 20mm*3 mm magnet hole

+ use OpenSCAD for modification

1 use a 0.3 mm layer for the fan, and no Hull() fonction, else its was too long at the STL compilation
