Make Stars with a Lot of Filaments Sticking Straight Out

My goal: I want to make flat disks of filaments exactly spaced, 20 mm long filaments with tips about 4 mm apart at the perimeter. But as you can see even though I am doing great comparatively speaking, on an absolute basis I am not...there...yet!
