This is a pair of antenna mounts, designed for the top and bottom of a wing or fuselage. The top side mount is 60 Degrees, the bottom is 30. They are designed to accept an antenna tube that gets super glued into place.
To install, slit the foam, pre-fit the mount, then glue into place. The tube should be .125" or less and CA glue can take up any remaining space.
